River outfall takes as a bridge between pollution sources and water environment.The pollutant quantity at river outfall is the most direct contribution quantity to water environment.It can mot only supervise the discharge amount of pollution sources,but also get relatively the most reliable discharge amount of an area and the river capacity of pollutant.So river outfall management is the base of total quantity control of pollutant discharge.
