摘要
由于面临三峡工程移民后期发展扶持、长江上游生态屏障建设、城乡统筹等诸多问题,所以农村土地流转对三峡库区加快现代农业发展、提高土地资源利用效率、农民增收以及移民安稳致富都具有极其重大的意义。通过对库区腹心的7个乡镇23个村的调查,系统分析了三峡库区农村土地流转现状。研究发现,农民观念落后、土地流转市场发育不完善、农村社会保障和风险防范机制不健全以及政府"缺位"和"越位"行为并存是目前三峡库区农村土地流转中存在的主要问题。
Facing a great deal of problems,such as the development and supporting of the relocated persons after the Three Gorges Projects,the ecological protective screen construction of the upper reaches of the Yangtze River,and the unified planning urban and rural areas,it is essential to keep the rural land circulating,since it can promote the modern agriculture in the reservoir area of Three Gorges,improve the utilization ratio of the land resources,increase the income of farmers,and stabilize and enrich the relocated persons.This paper systematically analyzes the current condition of the rural land circulation basing on the survey of seven towns and twenty-three villages.It is found that the major problems existing in the rural land circulation are the farmers＇ backward thought,imperfect rural land circulation market,unhealthy rural social security and risk prevention mechanism,as well as the overuse of authority and default in obligation in the reservoir area of the Three Gorges.
