摘要
介绍了浙江省森林生态效益补偿制度的实施现状,分析了目前存在的补偿标准低且单一,补偿资金多渠道投入机制尚未形成,补偿资金分配与管理有待规范,公益林基层管理机构与监管机制不健全等主要问题。针对问题,提出了逐步提高补偿标准,稳步推进＂分类补偿＂,不断拓展补偿资金来源渠道,积极探索政府租赁与赎买方式,规范补偿资金的分配,加强补偿资金的监管,加强公益林基层管理机构和监管机制建设等建议。
This article describes the implementation status of the forest ecological benefit compensation system inZhejiang Province,analysis on the main problems existing：compensation standard is on the low side andmonotonous;multi-channel input mechanism of compensation funds has not yet formed;compensation funds distribution and management needs to be standardized;grass-roots management institutions and oversight mechanism are inadequate,etc.This paper puts forward some suggestions：gradually raising the compensation standard,making steady progress in classified compensation;continuously expanding the sources of compensation funds;actively exploring ways the government lease and redemption;regulating the distribution and supervision of compensation funds,strengthening construction of grass-roots management institutions and oversight mechanism of ecological forests,etc.
