摘要
简要介绍了福建省集体林权制度改革的基本情况,全面总结了改革取得的主要成效,主要体现在森林资源培育和保护、林业生产经营、林农增收以及社会主义新农村建设等方面,深入分析了目前存在的主要问题和困难,包括林木处置权放活与木材采伐限额管理之间的矛盾、生态公益林补偿机制不健全、林业投融资难、促进林业发展的长效机制尚未形成等,并进一步提出了相应的对策和建议,包括改革林木采伐管理制度、创新生态公益林管护和补偿机制、推进林业投融资体制改革、完善林业产业发展体系、规范森林资源流转制度、完善林业服务体系。
This paper introduced the basic operation on the reform about forest property system in Fujian Province briefly,summarized roundly the effect from the reform about forest property system,mainly reflected in the cultivation and protection of forest resources,the forestry production and management,farmers＇ increasing income,as well as the building of new socialist countryside,etc.Then it analyzed the the main problems and difficulties about forest property system,including the contradiction between the flexible right of timber disposal and the timber harvesting quota management,the unsound ecological non-commercial forest compensation mechanism,the forestry investment and financing difficulties,the unformed long-term mechanism to promote the development of forestry,etc.Finally corresponding countermeasures and suggestions were put forward,which were the timber harvesting management system reform,the ecological non-commercial forest protection and compensation mechanism innovation,the forestry investment and financing reform,the improvement and perfection of forestry industry,the forest resources circulation system to be standardized and the perfection of forest service system.
