摘要
世纪之交的中国城市正处于一系列激烈的社会经济变革之中，面对经济体制转轨、产业结构调整、城市急剧扩张和城市化进程日益加速等诸多变化，传统城市规划受到了空前的挑战。提出了城市规划行政主管部门，应如何在市场经济的大潮中，把握好规划原则，适应政府职能的转变，真正成为政府的重要职能部门。
Chinese cities are at the stage of series great social and economic reforms while the coming of the new century. The planning has to deal with the changes in industrial re structure, city expansion and rapid urbanization. The traditional urban planning has been challenged. The paper comments that while urban planning management department grasping planning principles within the market economy, it should fit the changes of government functions to become a real important government department.
