摘要
中国医药卫生体制改革的实践困境引发医学人文关怀与医学专业精神议题。医学人文关怀是国家政策方针与公共财政制度的总和,是尊重病人权利和改善病人生活质量的社会氛围,实质是以人为本文化社会化与医学专业精神的价值内化过程。医学人文关怀可以分为宏观的人文制度政策、中观的人文医疗机构,微观的充满人文关怀和专业精神的医师队伍3个层次。医务社会工作制度是实践医学人文关怀与医学专业精神的制度安排。在医药卫生体制改革与构建和谐社会的环境下,医学人文关怀与医师专业精神的共同目标是改善所有公民的身心健康状况与生活质量,构建和谐社会,将医学人文关怀与医学专业精神转变为社会福利。
The health care system reform practice dilemmas lead to the issues of medical humanism and medical professionalism.Medi-cal humanism is the summary of government policy and public finance system,and the social environment of respecting the rights of patient and improving the quality of life of patient,the core and essence is socialization of culture for people center and social process of medical pro-fessionalism values internalization.Medical professionalism category can divide into three levels,first is macro medical humanism system and policy,second is medium medical humanism organization and policy,and third is micro medical professional team with medical humanism and medical professionalism.The medical social work system is system arrangement for practice and conduct medical humanism and medical pro-fessionalism.In the context of health sector reform and construct harmony society,the common goal of medical humanism and medical pro-fessionalism is improve all citizen’s health condition and quality of life,and transform the medical humanism and medical professionalism into social welfare system and medical social work system.
