摘要
在知识生产函数理论的基础上构建了原始创新生产函数模型,在多变量分析框架下,将其设定成基于状态空间形式的变参数模型,根据Kalman滤波法,运用一组时间序列数据对参数进行连续地估计,并对其波动进行了阶段性动态分析。得出结论:研发经费和研发人员的稀缺性不同、要素质量不同,导致原始创新投入要素产出弹性呈现不同的阶段性特征;在原始创新活动中经费和人员匹配的合理性不容忽视;改变研发投入要素的稀缺性及提高要素的质量,是提高原始创新产生能力的必要途径。在此基础上,文章提出了增加原始创新产生弹性,以进一步提高原始创新能力的政策建议。
An original innovation production model is built on the basis of knowledge production function theory,which is further constructed into the time varying parameter model based on state space model within the analysis framework of multi-variables. Finally a continuous calculation is realized for the parameters of state space model with Kalman filter arithmetic and their size and fluctuation in the phase of its dynamic are analyzed.The model indicates that the scarcity of RD funding and RD personnel,the quality of differents,result in original innovation output elasticity of input factors showed different stages of characteristics; fund and personnel in reasonable match can not be ignored in the original innovation activities; It is the essential means to improve ability of original innovation output that change the scarity the elements of RD investment and improve the quality of elements. Based on this,the article proposes policy recommendations to increase the output elasticity of original innovation,so to further enhance the ability of original innovation.
