摘要
以议会、竞选为主要方式的西方党际监督是以共同价值观为基础的体制内竞争性监督。民主监督是我国实行共产党领导的多党合作和政治协商制度下的体制外合作性党际监督,加强民主监督要吸收国外党际监督的经验,积极探索法制化途径,加强民主监督的制度化和规范化建设,加强参政党建设,提升监督层次,实现民主监督与其它监督形式的良性互动。
The supervision among the Western parties taking parliament and election as the main ways, is a competitive supervision in the same system based on the common values. Democratic supervision is an external cooperative supervision among parties under the leading of the CPC and the system of political consultation. To strengthen the democratic supervision, we should use the foreign experience of the supervision among parties, positively pursue the legal way, strengthen the institutionalization and standardization of democratic supervision, enhance the construction of the parties which participate in government and political affairs, improve the level of supervision, and realize the good cooperation between democratic supervision and other ways.
