摘要
南北极问题由来已久,进入21世纪,一些新形势和新变化的出现促使各国在南北极的主权争夺愈演愈烈。作为一个全球公共问题,引发争端的动因除了两极地区丰富的自然资源、重要的战略意义之外,主要与目前处理南北极问题的相关国际法机制存在不足有关。要积极地应对各国在南北极的主权争端就必须建立和完善相关的国际法机制。
With the expending of market and the deepening of globalization, the interdependence of politics and economics between different nations becomes more and more strong. Thus, series of global public issues come into being, which is so related to the common interests of the international community and needs to be coped with by the collective actions.
