摘要
招标、拍卖、挂牌是我国国有土地使用权有偿出让的主要方式,但随着理论研究和实践的进一步深入,各种土地出让模式在运作中引起的一系列问题也逐渐暴露出来,主要体现在招标、拍卖、挂牌三种国有土地使用权出让方式各有利弊,实践操作过程中存在诸多问题,亟待完善。通过对各种土地出让模式存在的问题进行分析,提出要理清思路,针对不同供地性质及特点选择合适的出让方式,以及进一步完善各种出让方式的对策建议。
Main methods of China＇s state-owned land use right transfer are bidding, auction and listing With the development of research and practice, problems of land transfer gradually appear. The three methods of state-owned land use right transfer have both advantages and disadvantages. Many problems need improving in practice. Through analyzing problems of a variety of land transfer modes, improvements and countermeasures were put forward.
