摘要
港口物流业是高附加值、低能耗、低排放的产业。世界经济全球化、宏观经济形势变化、长三角主体功能区建设、港航强省战略实施、运输船舶大型化趋势和海洋经济的快速发展,给舟山发展港口物流业带来了难得的历史机遇。舟山应在充分发挥区位优势、资源优势、基础优势、腹地优势和后发优势的基础上,克服集疏运体系不完善、港口物流人才严重缺乏、行业整体水平低和港口的现代物流功能不足等劣势,迎难而上,努力打造一个中心,明确两大布局,突出三个重点,坚持四大原则,做到五个方面,以实现港口物流业的跨越发展,推动海洋经济转型升级。
Port logistics is an industry featured with high extra-value, low energy and low emission. With globalization of world econ- omy, change of macro-economy, construction of major function areas in the Yangtze River Delta, implementation of the strategy of constructing Zhejiang province as a great maritime port province, enlargement trend of transport ships and vast development of marine economy, Zhoushan's port logistics is now embracing a great historic challenge. Zhoushan should take full advantage of its location, its resources, its infrastructure, its hinterland backdrop and its late-starting. On the base of those advantages, Zhoushan should overcome such disadvantages as incompletion of the collecting-scattering system, severe lack of talents of port logistics, low level of the whole industry and insufficiency of modem logistic function. Therefore, Zhoushan should advance despite difficulties, endeavor to construct a center, define two great layouts, highlight three emphases, adhere to four principles and achieve five aspects so as to realize the leap- ing development of port logistics and improve the transformation and upgrade of marine economy.
