摘要
针对西部民族经济区特色优势产业如何发展的问题,从特色优势产业的界定、甄别和战略导向3个方面入手,逐层展开研究。结果表明:在西部民族经济区特色优势产业的识别上,要侧重于"特色"+"优势"耦合过程中两者作用层面的不同;在西部民族经济区特色优势产业的选择上,设计了特色优势产业选择流程图,通过定性和定量分析相结合的方法,分析解决了西部民族经济区特色优势产业的选择问题;在政策导向上,根据潜在优势向现实优势转化的路径,提出了两类基于产业选择的产业战略导向。
Aimed at the problem of the western China national economic zones in the development of the characteristics industry, this study was conducted from the definition, the choice of dominant industries, and the strategic positioning step by step. The results show that the stress should be put on the two different levels from the role of the characteristics and advantage in the process of identification of dominant industries. With the regard to the choice of dominant industries, the research design a flow chart and through qualitative analysis and quantitative a- nalysis to choice the dominant industries of the western national economic zones. In government policy-oriented po- sitioning and corresponding policy strategy, this study remind that government should use the different strategic positioning of different policy strategies in accordance with the path transformation from the potential advantages to the production advantage.
