摘要
基本医疗保险经办机构能力建设是一个公共管理问题,需要进行理念、立法、体制、机制、组织、流程和信息系统等方面的综合性改革和创新。涉及政府能力建设、公私合作治理、合同制治理等核心问题。地方政府可以借鉴市政公用等行业合同外包的经验,通过竞争性招标引进具有先进技术和管理经验的专业商业机构作为政府合作伙伴。建议在全国选择3～5个有代表性的城市作为基本医疗保险公私合作治理和合同制治理的改革试点,在取得经验后再向全国推广。
Capability building of operation agencies in charge of basic medical insurance is a public administration topic, which requires comprehensive reformations and innovations including ideology, legislation, system, mechanism, organization, procedure, IT system, and so on. It is a complicated task including capability building of government, public-private partnership governance, governing by contract. Local governments may choose experienced commercial organization with advanced technology and management as collaborators, drawing on the out-resourcing experi- ence of municipal infrastructures. The author proposes choosing 3 -5 representative cities to make reformation experi- ments on public-private partnership governance and governing by contract in basic medical insurance, and then the same kind reformations extent to other cities throughout the country based on the previous experiments.
