摘要
目的探讨用人单位职业病防治评估体系及工具。方法根据用人单位职业病防治指南,提出大型企业职业病防治工作评估工具,通过同行评议、现场验证以及全国征求意见、标委会审议等方式进行修正完善。结果提出用人单位职业病防治评估体系、评估组织、评估内容和评估方法,从12个方面95个细目提出具体评分标准、要点及依据,具体包括:组织机构和规章制度建设、前期预防、材料和设备管理、工作场所管理、工作场所职业病危害因素监测、履行告知、防护设施和个人职业病防护用品、职业健康监护、职业病危害事故的应急救援、职业卫生培训、职业病诊断与病人保障、群众监督等,并给出各细目内容的分级方法及其管理要求。结论就职业病防治工作评估指南能够量化反映大企业所存在的职业卫生问题和薄弱环节,其评估工具可帮助指导企业采取措施解决其职业卫生问题,为改善和加强大中型企业自我管理、行业自律、政府监督和评价、工会主动参与提供了有效手段和客观工具。
Objective To explore the assessment system and tools for employer of occupational disease prevenion and control. Methods Based on Guideline for Employer of Prevention and Control of Occupational Diseases,this study conducted the instruments for assessment on occupational disease prevention and control in large scale en- terprises, which were revised and completed after peer review, pilot research, getting critical comments and advices nationwide, reviewed and accepted by Occupational Health Standards Committee under Ministry of Health. Results The guideline contains assessment system for employer on occupational disease prevention and control, as well as the assessment organization, assessment contents and assessment methods. The guideline provides concrete scoring standard, scoring key points and scoring foundations from 12 items and 95 sub-items. The 12 items include organi- zations,roles and regulations development, preliminary prevention, materials and equipment management, work- place management, the monitoring and assessment of occupational hazards at the workplace, information communi- cation, collective protective equipments and personal protective equipments, occupational health surveillance, first aid and emergency response to accidents of occupational hazards, occupational health training, diagnosis of occupa- tional diseases and security for occupational disease patients, public supervision, also develops grading methods and corresponding management requirements. Conclusion This Assessment Guideline for Employer on Prevention and Control of Occupational Diseases can find problems and weakness of occupational disease prevention and control in large scale enterprises by way of quantitative analgsis, it is the tool to direct the enterprises to take comprehensive measures to solve problems on occupational diseases prevention and control. This guideline can be used as effective measures and instruments for improving the quality and strengthening management on occupational diseases preven- tion and control in large and middle scale enterprises and initiative in sector economy. It can be effective measures and instruments for supervising and assessing the status of occupational disease prevention and control in large scale enterprises by occupational health authority, as well as Labor Union actively involving.
