摘要
反腐倡廉建设是一项长期的系统工程,建立科学的权力制衡机制是反腐倡廉建设的基础和关键。权力制衡机制的科学化必须坚持合理分解、互相牵制、动态平衡三个原则。权力的合理分解是前提,权力的相互牵制是核心,实现动态的平衡是目的。权力制衡机制科学化的实现必须建立在科学的权力配置、规范的权力运行、公民权利的觉醒和公民社会成长的基础之上。
Anti-corruption is a long-term systematic project. The scientific power balance mechanism is its foundation and key for anti-corruption. The scientization of power balance mechanism must adhere to three principles： reasonable decomposition, mutual restriction, and dynamic balance. The reasonable decomposition is the prerequisite. The mutual containment is the core, while the dynamic balance is the objective. The scientific power balance mechanism must be established on the basis of scientific power allocation, standard power operation, the awakening of civil rights and the growth of civil society.
