摘要
现代经济增长理论和实践都表明,教育、人力资源开发和经济增长三者之间存在着密切的内在联系。因此,将三者纳入一体化的国家总体发展战略,构建有效的内在联动机制,有助于加快提升国家综合实力和国际竞争力。本文以韩国发展模式为例,考察了其在20世纪60年代的教育先行战略和21世纪的国家人力资源发展战略,并对其实践经验和战略特点进行了分析,在此基础上,为我国社会经济转型期探寻适切的发展模式提供了一些启示及建议。
Economic growth theory and related evidence both demonstrate that there is a close relationship among education, human resource development and economic growth. Integrating the three elements into a uniform national development strategy and establishing efficient mechanism are conducive to the enhancement of a nation's comprehensive strength and competitiveness. Through a probe into Korea's development strategies in the 20th and 2hh century respectively, the paper explores the traits of Korean Mode. Some policy suggestions for the effective mode in China's social and economic transition are also put forward based on Korea's successful experience.
