摘要
从资源、经济、社会、环境等四个子系统出发建立可持续耕地整理潜力评价指标体系,以鄂西北房县红塔乡土地整理项目区为例,利用农用地分等成果数据,评价得出研究区各子系统的潜力,其中资源系统潜力比重为59.49%,经济系统、社会系统、生态系统分别占了12.87%、12.34%、16.30%。结果表明:资源和环境系统潜力占据主要部分,评价指标体系能综合反映研究区耕地整理所要解决的主要问题,符合整理区实际需求。在此基础上,探讨推进可持续耕地整理综合潜力规范化评价的措施,可为山区实现耕地整理可持续发展提供依据。
With land consolidation project in Fangxian County, north-western Hubei Province, as a case, by means of the data of arable land grading, this paper establishes an evaluation index system of sustainable land consolidation potential involving foursubsystemsofresources, economy, societyandenvironment, andobtainsthepotentialofeachsubsystem, thebiggestcontribution rate being resource system （occupying 59.49 % ）, economic system 12.87 % , social system 12.34 % , and environmental system 16.30 %. The results indicate that the index system and evaluation method reflect the main problems in land consolidation project, conforming to the practical demand. Thus, measures for promoting the standardized evaluation of sustainable land consolidation potential may provide a basis for the realization of sustainable land consolidation in mountainous areas.
