Design and Application of the Decision Support System for Flood Control and Anti Disaster

摘要 提出了一种新的防洪减灾决策支持系统(FCDSS),即利用地理信息系统(GIS)处理空间尺度的数据,结合流域降雨径流模型和洪水控制模型等协调解决模型的输入与输出数据间的关系,分析灾害损失和风险程度,为水利、电力等部门提供更直接有效的决策支持服务.研究成果已在资水流域等得到了应用。 A decision support system for flood control and anti disaster is established by using the geographic information system (GIS) to deal with the data in spatial dimension, and by incorporating GIS into the rainfall runoff models and the flood control models to coordinate the relationships between the input and output of models and to analyze the disaster damage and the risks. The system will be used more directly and effectively both in water resources planning and managing, playing in all roles of expert system (ES), management information system (MIS) and the traditional decision support system (DSS). This system can be adapted to different river basins, such as reservoirs system, submerged and flood diversion system, and their compound system.
