摘要
８０年代以来，我国水利水电工程建设由于种种原因，如建设体制、管理水平、设计水平、施工水平等，致使部分工程质量出现滑坡，相继出现了垮坝、引水隧洞混凝土衬砌坍塌等严重质量事故。针对我国当前水电工程质量滑坡的现象，借鉴隔河岩水利枢纽工程质量好、工期短、投资省的建设经验，探索和研究我国提高工程质量的对策措施：业主应把创建优质工程作为主要目标放在首位，坚持高标准、严要求，明确各方职责权，协调各方并调动其积极性。设计是工程的灵魂，建设优质工程必须以优秀的设计为基础。设计单位应加强现场设计代表工作，选派各专业设计负责人长驻工地，根据工程实际情况修改设计，不断完善和优化设计。大型水利水电工程实行设计总成有利于勘测设计科研工作的延续性。承包单位始终要把狠抓质量放在首位，通过强化管理求效益、求进度，建立健全质量保证体系。建设监理单位要不断提高监理人员自身的素质，要密切与设计人员合作，实行“三控制”，并把工程质量监理放在首位。
Since 1980s,for a variety of reasons in construction system,management ability,design and construction levels,the quality of partial works in Chinese water conservancy & hydropower project construction has been poor,resulting in serious quality accidents such as dam failure and intake tunnel concrete liner collapse etc.In the light of the situation of hydropower project quality being on the decline in China,drawing on the experience of the Geheyan Project for reference,which is high in engineering quality,short in construction time,and saving in cost,the following countermeasures for improving the engineering quality of our country are put forward:(1) Owners should aim at achieving a high quality project as major objective,and place it before everything else,upholding the high standard and strict requirements,making clear the duties and rights of each side concerned,coordinating relationship among all relevant sides and bringing every positive factor into play.(2) Design is the soul of project construction,and a high quality project must be founded on an excellent design.Design units should strengthen the field representative work,select the professional persons in charge to construction site for long term residence,so as to revise the design according to actual conditions,perfect and optimize the design continuously.(3) For a large scale water conservancy & hydropower project,to implement the design integration system is favorable for continuity of investigation,design and scientific research work.(4) Contractors should put the quality control in the first place,strengthening management to achieve the efficiency and keep up with the schedule,and establishing the sound quality guarantee system.(5) Construction supervision units should continuously enhance the supervisors' level of competence,cooperate closely with designers,and put the engineering quality supervision in the first place.
