摘要
区域能源合作系统是个复杂系统,其演化过程符合复杂系统的运行规律。对国际典型区域合作系统的演化轨迹及运行机制进行分析,可以得到对东北亚能源合作的启示:经济利益是合作的基础,合作系统的演化轨迹要经历从企业合作到产业合作进而到国家合作的过程,应选择技术合作作为切入点,围绕能源产业链的相关问题进行合作,并设计出东北亚能源合作的运行机制。
Regional energy cooperation is a complex system, and its evolution process is in accordance with the evolution law of complex system. In the paper, first we analyze the evolution track and the mechanism of typical regional cooperation systems and got the inspirations to the energy coopelation in Northeast Asia, which can be summarized as follows： economic benefit is the basis of cooperation; the evolution track is a process from the enterprise cooperation to industry cooperation and then to country cooperation; we should choose technology cooperation as the breakthrough point, cooperate within energy industry chain, end design the energy cooperation mechanism in Northeast Asia.
