摘要
WTO服务贸易谈判自开启以来,历经波折、进展缓慢、收获不丰。一揽子承诺的谈判原则、服务贸易谈判自身的复杂性、发达国家与发展中国家间的分歧与利益冲突较大是影响谈判进程的重要因素。当前全球经济正处于危机中,对于WTO服务贸易谈判而言,既是威胁,又是机遇。
As to negotiation on rules, there is almost no harvest except the negotiation on domestic regulation. There are many elements that influence WTO service negotiations. First, service negotiations are part of the ＂single undertaking＂ under the Doha Development Agenda. Second, service negotiations are complex by itself. Third, differences and conflicts of interests between developed states and developing states are large. The world is experiencing global financial crisis, which is both a threat and opportunity for service negotiations.
