摘要
高校学生校内申诉制度既是大学生权利之救济手段,也是高校自治之自律手段。从高校学生校内申诉制度的这一制度属性角度考察,该制度在申诉组织、申诉范围和申诉程序等方面存在诸多缺陷。为实现大学生权利与高校自治的双重保障,应当从建构更具独立性的申诉组织、确定更宽泛的申诉范围、设置更科学的申诉程序等方面完善高校学生校内申诉制度。
The campus petition of university students is not only the remedial system of university students, but also the self-supervising measures of university. When we review the function and nature of campus petition of university students, there are so many disadvantages in part of the petition receiving organization, the scope of petition and the petition procedure etc. And we should reform it on the function and nature of the campus petition of university students.
