摘要
农产品质量安全监管是保护公民生命健康权实现社会经济和谐发展的现实要求。近年来我国农产品质量安全事件频发,给社会利益造成了重大损失,因此,完善我国的农产品质量安全监管体系和维护社会稳定具有重要意义。本文运用系统论的研究方法,按照三元子系统的划分方式,从具体化法律制度、优化部门职能衔接、增加技术力量以及加强系统监管等方面出发,探索完善我国农产品质量安全监管体系的措施。
The supervision of agricultural products is not only necessary in protecting human life and health, but crucial in social and economy harmony. The frequently occurred incidents of agricultural products quality and safety result in great losses to social benefits. Consequently, it is urgent to improve agricultural products supervision system, and thus to maintain social stability. This paper, based on the system theory and from the view of three subsystem divisions, explores methods to perfect our supervision system of products quality and safety, dealing with legislation system, function linking, and technology power.
