摘要
不确定性是政府公共信息资源配置取得成功的巨大障碍。适应性管理是针对系统不确定性提出来的,是目前处理不确定性问题的主要有效模式。根据适应性管理研究与应用的现状,在分析政府公共信息资源配置不确定性问题的基础上,提出用适应性管理模式解决这类问题,构建政府公共信息资源适应性配置的体系结构,指出有待解决的关键问题,并为政府公共信息资源配置提供一种参考方法。
Uncertainties are great handicaps in government public information resources management allocation. At present, adaptive management is an effective solution to uncertainties. Firstly, the paper introduces the concept of adaptive management, then the uncer- tainty of government public information resources allocation is analyzed. At last, the paper puts forwards a method of investigating government public information resources allocation, which using adaptive management provides an effective and feasible approach to this problem.
