摘要
近年,江苏省重点水利工程建设已基本实现了项目法人委托质量检测全程化、常态化和全覆盖,通过这项制度,强化了政府对水利工程质量的管理,完善了水利建设质量管理体系,弥补了施工和监理单位质量管理的缺失,促进了工程建设质量提高。项目法人委托检测管理需要注重加强检测单位的管理,制定合理的委托检测计划,重视对检测结果的运用。建议在全国水利建设领域建立和推广这项制度。
Recent years, whole-process and complete quality inspection of construction project contracted out by legal person has been applied in Jiangsu Province. The system highlights quality management in water project construction. It helps to manage deficiency during construction and upgrade quality control of supervising organizations, as a result project quality is greatly improved. When quality inspection is contracted out by project legal persons, detailed plan should be worked out. It is suggested to widely extend the system in water project construction in the whole country.
