摘要
煤炭城市发展循环经济,要深入学习实践科学发展观,运用统筹兼顾的方法,统筹诸多方面的矛盾和问题,把企业的经济效益和社会效益结合起来,把学习借鉴国内外成功经验和煤炭城市实际情况结合起来,把循环经济技术现状与提高科技创新能力结合起来,把城市产业结构优化和产品升级结合起来,把"大、中、小循环"结合起来,把煤炭循环经济与非煤循环经济结合起来,把煤炭循环经济发展和区域经济发展结合起来,把国家规划、地方规划和企业规划结合起来,推进煤炭城市循环经济的科学发展。
