摘要
东欧国家经过数年努力，建立了较为完善的社会保障体系，以独立于国家预算外的社会保障基金取代了原由国家统包的社会保障体制。社会保障基金由失业救济、医疗保险基金、养老保险基金构成。
Abstract The perfect social safeguard system has been set up in the countries of Eastern Europe The social safeguard system run by the state has been replaced by the social safeguard fund which is beyond the national budget The social safeguard fund ,is running under the market mechanism ,which includes unemployment compensation,medical benefits fund and endowment assurance fund.
