摘要
在循环经济大力发展的形势下,国内外有关循环经济指标体系建立和完善工作却很薄弱,要求加快发展。对于循环经济,应该用哪些指标来衡量,采用怎样的统计方法和调查体系来搜集数据,无论在理论还是实践方面都还很薄弱,在我国尤其如此。因此,发展循环经济,当务之急是要抓紧建立健全一套科学实用的循环经济指标体系和相应的统计调查制度及工作体系,切实做好有关数据的采集和分析工作,定期公布结果,为宏观管理及决策提供翔实的数据,以便比较全面准确地对循环经济的发展情况作出定量描述,有效地进行监测、检查和督促。
Despite the great progress of circular economy, the establishment and perfection of its indicator system at home and abroad lag behind, which needs a speedy development. In terms of the circular economy, both practical and theoretical weakness exists in choosing indicators to measure and determining to use which statistical methods and survey system to collect data. The problem is more serious in our country. Therefore, the first thing of developing the circular economy is to establish a scientific and practical system and a corresponding survey system and work system, and to manage the collection and analysis of the data well and publish the results at regular intervals in order to provide detailed data for macro-management and decision-making and accurately to make a quantitative description of the development of circular economy, to effectively monitor, inspect and supervise.
