促进基本公共卫生服务逐步均等化政策分析被引量：64

摘要基本公共卫生服务均等化的内涵可以从两个方面来界定:从保障公民健康权方面看,基本公共卫生服务均等化就意味着人人享有服务的权利是相同的;从服务的内容方面看,基本公共卫生服务是根据公民的健康需要和政府财政承受能力确定的,既有面向人群的公共卫生服务,也有面向个体的公共卫生服务。促进基本公共卫生服务逐步均等化的政策措施是对基本公共卫生服务内容实施项目化管理,增加针对重大疾病和主要健康危险因素的国家重大公共卫生服务项目,加强城乡基本公共卫生服务能力建设,完善城乡基本公共卫生服务经费保障机制。
