摘要
从地铁经营体制改革的角度,按照地铁运营活动的特征,将地铁经济分为客运经济、维护经济和附属经济三部分。通过对地铁经济中不同经济类型的分析,认为只有地铁客运经济具有自然垄断特征,适宜垄断经营;在探讨地铁运营垄断经营的评价时,主要考察其平均可变成本化。阐明地铁附属经济应该引入竞争机制,从地铁经营体制中分离出来,并探讨地铁附属经济引入竞争机制的效应。
Based on the analysis of different types of MTR economy, the author deems that only subway passenger economy possesses the characteristics of natural monopoly. In the evaluation of operation monopoly of MTR operation, the average variable costs of MTR should be mainly examined. Subsidiary economy of MTR should introduce the mechanism of competition and should be isolated from the subway operating system. The economic effects of the introduction of competition mechanism into MTR subsidiary economy are also discussed.
