摘要
本文对我国教师校际流动的宏观政策和地方实践进行深入梳理与分析,指出当前我国教师校际流动政策在政府、学校以及教师层面上存在着种种局限。在此基础上,本文借助麦克唐纳尔和埃尔莫尔的政策工具框架对我国教师校际流动政策的现实维度和缺失进行分析,提出若干建议。
The paper combs local practice of interschool flow of teachers, and finds that non-equilibrium of teacher resources does widely exist among schools. Although the practice effectiveness of this policy is being questioned, from the standpoint of public policy, strengthening interschool flow of teachers is still an important policy means to promote balanced education. Therefore, based on the framework of policy tools, the paper analyzes this policy and furthermore puts forward a couple of improvement suggestions.
