摘要
汶川地震的惨重灾害引起有关工程结构抗震设防和抗震设计的广泛讨论和反思。结合汶川地震阐述强地震动预测的不确定性,指出抗震设防是权衡工程结构安全性需求和社会经济技术能力的风险决策,认为工程结构抗震设计本质上仍是经验行为。针对汶川地震房屋建筑的震害现象,提出改进抗震设防的设想,就实现抗震概念设计原则、加强抗震构造措施要求、改善楼梯间和填充墙的抗震设计以及建筑场地评价和选址等问题提出建议。
The severe disasters of the Wenchuan Earthquake caused wide discussions and
reflections on the seismic fortification and design of structures. The indeterminate nature for
prediction of strong ground motions is explained, and it is pointed out that seismic fortification is a risk decision to weigh the safety demand of structures and economic technical levels. Based on the disaster appearances of the Wenchuan Earthquake, suggestions are provided to develop seismic fortification to improve the design of staircases and filled walls.
