摘要
制度是约束人和组织行为的规则(系统)。社会是人们之间的相互关系。为保证人际关系的协调与合作即社会秩序,需要设立规则(系统)即制度来约束人的行为。腐败是破坏社会秩序和践踏他人权利的行为和结果,因此需要通过建立和执行制度来防治腐败。
Institutions are the regulation system which regulates the behaviors of people and organization. Society is the mutual relations of people. In order to keep the social harmony and cooperation, society should set up regulation system or institutions and limit people＇s behavior. Corruption is the behaviors and results which destroy the social order and others＇ rights.
