A Process Analysis of "Famous School Collectivization Strategy" in Hangzhou:From the Point View of Rational Guidance of Policy Elite

摘要杭州名校集团化是地方政府为了解决特定时期的特定教育问题而制订的教育政策。纵观名校集团化政策制订过程,地方政策精英的观点始终贯穿其中。本文基于实证考察,试图用政策精英理性主导理论剖析这一颇具地方特色的政策过程。＂Famous School Collectivization Strategy＂ in Hangzhou is an education policy enacted by the local government in special period to solve particular problem. In the process of enacting ＂Famous School Collectivization Strategy＂, the view of local policy elite runs through it. Based on empirical survey, this paper intends to analyze the policy process with local features by using the theory of Rational Guidance of Policy Elite.
