摘要
当前,部分高校还存在人才引进、任用机制随意性较强,人才培养、竞争、激励机制不健全的突出问题,制约和影响了人力资源的开发与管理。因此高校要通过构建科学、合理的人力资源开发与管理机制,完善人才的引进、任用、稳定机制,建立有效的人才培训机制和全方位的竞争、激励和约束机制,积极推进人事制度的改革。
This paper points out such factors constraining the development and management of human resources as arbitrariness in the mechanism of introduction and appointment of the talents in some colleges, imperfect systems in aspects of talents' training, competition and incentive. In order to set up a series of scientific and proper mechanisms, it is necessary for colleges to deepen the reform of personnel system. More efforts should be done to perfect the mechanism of introduction and appointment of the talents, and to set up an effective all- round mechanism of talents' training, competition, incentive and stability.
