农产品生产企业质量安全成本收益及决策机制分析 被引量:7

An Analysis on Cost-Benefit and Decision Making Mechanism of Quality Improvement in Agro-food Producing Enterprises

摘要 利用经济学的分析方法,对农产品生产企业的质量安全成本收益进行分析,探寻农产品质量安全成本与收益之间的关系。同时根据企业对质量安全行动经济效益的预期和企业服从管制成本与违抗管制成本之间的比较,将企业决策分为无质量安全行动、被动的质量安全行动和主动的质量安全行动3种类型。政府应该根据企业的不同行为决策采取不同的措施。对于无质量安全行动和采取被动质量安全行动的决策,政府要采取严厉的管制措施,提高其违抗管制成本,对于采取主动质量安全行动的决策,政府要采取激励措施。图5,参4。 Making use of economic theory, this paper analyzed the cost-benefit of quality improvement in agro-food producing enterprises with aim to finding out the relationship between the cost and benefit. At the same time, by comparing the anticipation on benefit about quality improvement and the cost of whether to obey the quality regulation or not, this paper classified the decision-making of the enterprises into three categories, namely non-quality improvement, passive quality improvement and active quality improvement. Government should adopt different policies according to the different behaviors and decisions of agro-food produeing enterprises. For those decisions of non-quality improvement or passive quality improvement, government should adopt a rigorous policy with increasing of the cost of disobeying the quality regulation as punishmcnt. But for those decisions of active quality improvement, government shall take an encouraging policy.
