卡尔多—希克斯有效性标准作为帕累托效率的一种现实形态,是研究财富分配的重要手段。政府作为一个公共物品的提供者,其职责即为通过建立完善的社会保障制度以优化社会资源的再分配过程,促成社会财富在公众之间的合理有效分配,最终实现经济生活的帕累托改进。
As an actual form of Pareto Efficiency, Kaldor-Hicks Effectiveness Standard is a very important method in the research of wealth distribution. As a provider of public goods, government＇s responsibilities are establishing a sound social security system in order to optimize the process of redistribution of social resources, promote the rational distribution of social wealth among the public, and realize the Pareto improvement in economic life
