摘要
目前国内各大船厂对船舶与海洋工程建造进行进度和成本管理仍普遍采用传统的单因素偏差分析方法,管理水平较为有限.为更有效地对船舶建造过程的进度和成本进行监控,引入了现代项目管理方法中集成管理的重要工具——挣值理论,并在对经典理论进行了修正的基础上建立了应用于船舶生产管理的评价体系,提出了的绩效评价方法,接着以双层底分段建造为例进行了相关可行性研究.研究表明,挣值管理方法能够对项目进度和成本进行集成管理,是有效的项目管理工具,它为管理者更好地掌握和控制项目运行状况提供了决策依据.
Many major Chinese shipbuilding companies still use traditional one-factor analysis of variance to manage the process and cost of building ships and oceanic projects, limiting management's ability to supervise. In order to more effectively monitor the process of building ships and ocean projects, the earned value theory can be introduced as a significant methodology in the field of modern project management. Based on modifications to the classical theory, this paper discusses advanced performance evaluation systems and methods for managing shipbuilding, then reviews a feasibility study carried out using as an example-a double-bottom-block building process. This research showed that earned value management is an effective project management tool. The method provided early indications of weakness in project performance and alerted management to needed corrective action.
