摘要
高校智力资源密集、创新能力强劲,是我国知识创新、传播和创新人才培养的主力军。如何充分发挥知识产权制度在激励和促进自主创新中的重要作用,建立起科学有效的知识产权保护体系和运行机制,通过政策导向提高广大科教人员的知识产权保护意识,激发他们发明创造的积极性,发掘、开发和保护高校智力成果,进而提高我国高校知识产权工作的创造、运用、保护与管理能力,在建设创新型大学和研究型大学进程中具有举足轻重的作用。
With intensive intellectual resources and strong innovation ability, Universities are China＇s main force for knowledge innovation, communication and innovative personnel training. It is important to give full play to the intellectual property system in stimulating and promoting independent innovation and to establish a scientific and effective intellectual property protection system and operational mechanism. Meanwhile, policies should also be made improve the faculty members＇awareness of protecting of intellectual property, and to stimulate their enthusiasm for innovation, so as to explore, develop and protect intellectual achievements of universities,and furthermore to enhance their capacity in the creation, use, protection and management of intellectual property rights, All these play a decisive role in the process of building innovative universities and research universities.
