摘要
从组织的角度看,影响着一个国家社会和经济发展的主要是企业、政府、非营利组织这三大类组织。企业是经济组织,其职能是实现经济效益最大化;政府所拥有的是社会管理的职能;非营利组织实施的是社会服务的职能。政府和非营利组织均称为公共组织。在现代社会,公共管理日趋重要和日趋为人们所关注,公共组织人力资源管理的重要性日益提升,本文分析公共组织自身的性质和区别于企业组织人力资源管理的一些特点。
From the angle of organization,enterprise,government and non-profit organization affect a country's social and economic development. Enterprises are economic organization, whose function is to achieve maximum economic benefits;Governments have social management function;Non-profit organizations implement social service function. Government and non-profit organization are known as public organizations. In modern society,people concern public administration more and more,and the importance of human resources management in public organization is increasing, too. This paper analyses the nature of public organization and the differences from human resources management in business organization.
