manju hergen i ubaliyambuha ambag‘anjur nomun的新拟书名为《满文大藏经》或《清文全藏经》,这与书序名称及书名著录原则均不符;"以国语译汉全藏经"则是乾隆帝《御制清文翻译全藏经序》中的一句叙述话语,不能把"国语译汉全藏经"当作书名。该满文古籍应定书名为《清文翻译全藏经》,全称为《御译清文翻译全藏经》。承担该书翻译的是清字经馆。清字经馆是乾隆朝增设的临时性机构,开始时称"译经处",专为修《清文翻译全藏经》而设,隶属于内务府。清廷组织了一批人员专门从事《清文翻译全藏经》的译刻人员,确保了《清文翻译全藏经》的翻译质量。
As new given names of the book manju hergen i ubaliyambuha amba g＇anjur nomun, ＂Manwen Dazangjing＂ （Great Tibetan Lection in Manchu） or （Qingwen Quanzangjing） Full Tibetan Lection in Manchu is inconsistent with the name order of the book and the principle of book name recording; while translating Chinese Full Tibetan Lection in Manchu was spoken by Qianlong in the preface, so ＂ Guoyu Yi Hart Quanzangjing＂ （Manchu Translation of Chinese Full Tibetan Lection）could not be acted as the book name. Thus this ancient book in Manchu should be named as ＂Qingwen Fanyi Quanzangjing＂ （ Manchu Translation of Full Tibetan Leetion）, and the full name should be ＂Yuyi Qingwen Fanyi Quanzangjing＂ （Imperial Translation of Full Tibetan Leetion in Manchu）. The translation work was charged with ＂Qingzi Jingwen Guan＂ （Manchu Lection Department）. It was a temporary institution set in Qianlong Reign specially for editing ＂Qingwen Fanyi Quanzangjing＂. The Qing government organized a group of persons to engage in translation and engraving work so as to insure the quality of the book.
