摘要
通过分析港口在发展建设过程中,船港双方从各自利益出发而导致追求目标不一致的矛盾,以预测的吞吐量为前提,运用动态规划的原理,从理论上提出了解决该问题的一种思路吞吐量能力总损失最小,从而确定港口较合理的建设规模。
The author analysed the contrary that the port administration＇s goal contradicts the shipping＇s during the port＇s development. In order to resolve the contradiction, under the premise forecasting owing to the port capacity, the author put forward a method of berth planning based on dynamic programming. Thereby a proportionate scale of construction was given.
