摘要
实施科技特派员制度对于构建多元化科技服务体系的体制和机制创新,全面落实科学发展观,完善农村科技服务体系,加快推进社会主义新农村建设具有重要意义。文章阐述了科技特派员制度的内涵,剖析了产生科技特派员制度的原因,在此基础上用制度经济学原理对其进行了分析,并提出了实施科技特派员制度要制度化、法制化,要落实科学发展观,注重创新创业,要拓展服务领域,惠及民生等思路及对策。
The implementation of the science ＆ technology commissioner system is of great significance for building diversified technology and services system and mechanism innovation, implementing the full of the scientific concept of development, improving the rural science and technology service system, and accelerating the construction of the new socialist countryside. The content of the science ＆ technology commissioner system was described and the reasons of the system analyzed in the paper. It was analyzed by the principle of institutional economics. Thinking and countermeasures were put forward, i.e., making the implementation of system to institutionalization and legalization, implement- ing scientific viewpoint of development, paying attention to innovation and pioneering, extending their service sphere, and improving people＇s life, etc.
