摘要
建立完善的补偿机制是使资源型城市摆脱发展困境、走出衰退期的有效途径之一。文章依据现有矿权制度背景,通过建立两个博弈模型来分析资源城市补偿机制在实施过程中出现的一些矛盾冲突及违规操作行为,并引入调控因子的概念,以改变这类因子使冲突转向期望的均衡的状态,降低矛盾的深化。模型分析的结果表明,资源型城市补偿机制的完善需通过有效的政府激励机制和处罚机制加以辅助,而机制实施中根本矛盾的解决依赖于我国矿权制度改革的不断深化。
Building a perfect compensation mechanism is one of the effective ways to help the resource-based cities out of the handicap. Based today＇s mining system, and through the introducing of regulatory factor, two game models have been built to analyze some conflicts which happened in the process of implementation. The analysis indicated that the incentive mechanism and an effective punishment mechanism are essential for the perfect compensation mechanism, and deepen the reformation of the mining right system is the key to solve the basic conflict.
