基于能值理论的内蒙古生态经济系统综合研究 被引量:6

Integrative Study of Inner Mongolia Ecological-economic System Based on Emergy Theory

摘要 本文运用能值分析方法定量分析了内蒙古生态经济系统1990-2005年间的发展态势,结果表明:内蒙古经济系统的可持续发展指数由1990年的873.43下降到2005年的11.88,同期人均能值使用量在快速增长,分别由1.13×1016sej上升到2.54×1016sej,环境负载率也由0.58上升到4.21,能值自给率都高达98%以上。这说明内蒙古的经济还处在欠发达阶段,并且经济的快速发展是建立在对本地资源的过度依赖和高强度利用基础之上的,因此可以说内蒙古经济在一定程度上是不可持续的。有鉴于此,应从以下方面提高内蒙古的可持续发展能力:(1)大力开发可再生资源,促进人与自然和谐发展;(2)优化对外贸易结构,提高能值受益率;(3)抓好煤炭城市经济结构调整与合理布局;(4)加强高科技和教育投入,提高系统可持续发展潜力。 Based on the theories and methodologies of emergy, the eco - economic system of Inner Mongolia was analyzed quantitatively from 1990 to 2005. The result showed that: the sustainability index of Inner Mongolia decreased from 873.43 in 1990 to 11.88 in 2005 ; synchronizely, the energy consumption per capita ( EPC ) increased from 1.13 × 10^16sej in 1990 to 2. 54 ×10^16sej in 2005 ;the environmental loading ratio (ELR) soared from 0.58 in 1990 to 4.21 in 2005; the emergy self-sufficiencies (ES) all reached as high as above 98% , which indicated that its economy was in the period of under development and the fast development of Inner Mongolia economy was on the basis of the excessive dependence and utilization to the local resources. In summary, Inner Mongolia economy was unsustainable to a certain extent. In view of this situation, it should enhance the ability of Inner Mongolia continuous development from the following four aspects : ( 1 ) Intensifying the development of renewable resources to promote harmonious development between human beings and nature ; (2) Optimizing the foreign trade structure to improve the emergy benefit rate ; ( 3 ) Stressing the adjustment of coal urban economic structure and rational layout;(4)Strengthening high -tech and educational investment to improve the ability of system continuous development.
