摘要
阐述了应急物流的概念和特点,针对我国应急物流系统存在的问题,对应急物流体系构建方法进行了研究,从指挥决策、运作框架、保障机制等三个层面架构了适合我国应急物流的决策运作体系,并对加强工作做出提议。
This paper presentes the definition and characteristics of emergency logistics, and investigates the construction methods of the emergency logistics system, with the reference of the problem existing in our country; then the decision and operation system, which adapted to the emergency logistics in our country, was constructed from following three levels： decision, operation frame and guarantee mechanism; and some advices about reinforcement work were proposed at last.
