摘要
讨论城市公共政策与城市规划的关系。一方面城市规划的制定体现了城市的公共政策,另一方面在城市规划的实施中,需要相关政策的配合,同时规划也是政策的"制度化",为"依法行政"提供前提条件。
The paper discusses the relationship between the urban public policy and the urban planning. On one hand the formulation of an urban planning incarnates the urban public policy, on the other hand the implementation of an urban planning needs the coordination of policies . At the same time the urban planning is also seen as the institution of policies and the prerequisite for the administration according to law.
