摘要
在当代社会中,尽管各国政府在发展社会保障的理念和战略上有较大的差异,但都很重视基本社会救助制度的建设。虽然目前在国际上最低生活保障制度这一概念尚未普遍应用,只是在社会救助制度中以不同形式存在,但我们可以从实质内容上对各国社会救助制度中这一方面内容加以提取,同时做出比较,以期对我国构建农村最低生活保障法律制度起到借鉴作用。
In contemporary era,though governments of various countries have bigger differences on idea and strategy developing social security,they all attach great importance to the construction of basic social relief system.This one concept of minimum living security system has not yet applied prevalently in the world,only existing in a different form in the social relief system,but we can extract the essential substance of social relief system of every country in this one aspect,comparing at the same time,and looking forward to using it for reference in building our legal system of rural minimum living security.
