摘要
我国移动通讯和固定通讯业务实行的网间单向接入费政策,本文通过建立数理模型,分析了单向接入费政策对这两种不同电信网络运营商的利益分配、消费者主体的福利以及整个社会福利的影响,考查了接入费和运营商业务的价格、利润水平、市场份额、消费者福利的相关关系,探讨了单向接入费政策的作用机理和制定接入费政策的依据.特别发现,单向接入费和相关业务的价格负相关,和运营商的市场份额无关,因此,应根据不同的电信管制目标,来制定相应的单向接入费政策.
Analyzing the influence of unilateral access price on interests allocation of mobile telecommnunications and immobile telecommunications vendors,customers welfare and social welfare. In this paper, we examine the correlativity of unilatersl access price to operation prices, profit levels and customers welfare. At the same time, we discuss the operation mechanism and basis of unilateral access price policy. Especially, we find that unilateral access price is negative correlation to operation prices, is no relation to itself market share; therefore, it maybe constitute corresponding unilateral access price policy by different telecommunications management objects.
