中美基础教育课程改革的政策比较——以《基础教育课程改革纲要(试行)》和《不让一个孩子掉队法》的比较为切入点 被引量:5

摘要 基础教育课程改革是当前世界各国教育改革的重要内容之一。中国和美国同于2001年颁布且至今仍在逐步深入实施的《基础教育课程改革纲要(试行)》和《不让一个孩子掉队法》中蕴涵的政策意图恰好说明了这一点。比较发现,中美基础教育课程改革政策在政策变革的需要、政策的清晰度、政策的一致性和稳定性以及政策的权力与权威性四个方面存在诸多异同,中国在制定教育政策时应尽可能地提高政策的清晰度、一致性和稳定性,保证政策的权力与权威性,为政策的贯彻和顺利实施提供坚强的后盾。 The curriculum reform of basic education is considered as the important part of education reform in countries all over the world nowadays, which is rightly proved by the policy intention in The National Program for Elementary Education Curriculum Reform (Trial) and No Child Left Behind Act issued respectively by China and America in 2001 which are still being carried out step by step. By comparison, there are many differences and similarities in the desire for reform, in the specificity, consistency and stability, power and authority of the policies of curriculum reform of basic education between China and America while making policies. China should enhance the specificity, consistency and stability of policies and guarantee the power and authority of the policies so as to keep the policies carrying out smoothly.
